What is 'change of use'?

When a building's purpose changes, like a pub becoming flats, it's called a 'change of use'. This often needs planning permission from the local council. The new law makes it harder for developers to get this permission for pubs, as they now have to prove the pub was on the market for a year first, aiming to protect these community spaces.
