Why fine distracted pedestrians?

Fining distracted pedestrians aims to deter behaviour that poses a significant risk to safety. Just like drivers are fined for using phones, the Italian government believes that financial penalties will encourage pedestrians to be more attentive when crossing roads, ultimately reducing serious accidents and making streets safer for everyone.
