Why does Russia need foreign troops?

Russia's military has suffered significant casualties and resource depletion during its ongoing invasion of Ukraine. Recruiting foreign fighters, including those from North Korea, helps Russia replenish its forces without having to implement another unpopular domestic mobilisation. This allows them to sustain their offensive operations.
