Why can't Arsenal play away?

The new UEFA rule states that clubs cannot play against the same opponent in their home stadium more than twice in four seasons. Arsenal have hosted Inter Milan at the Emirates twice in the last two seasons. If they were drawn together again, Arsenal would be forced to play the 'away' fixture at their home ground, the Emirates.
