Why are they visible sometimes?

Newly launched Starlink satellites travel in a 'train' formation before they gradually spread out into their final orbital positions. During this initial phase, if conditions are right and they are illuminated by the sun while it's dark on the ground, they can appear as a bright, moving line of lights. This is why Glasgow locals spotted them.
