Why are police involved?

In many countries, including Japan, police can intervene in situations where a child's safety or welfare is at risk. Even if no serious harm occurred, the police's role is to investigate and, as in this case, reprimand parents if their actions are deemed irresponsible or potentially dangerous to a child.
