Why are outages regional?

App outages, like the one affecting Telegram users in Singapore and other Southeast Asian countries, can be regional because services often rely on a network of distributed servers. If a problem occurs with servers or network infrastructure in a specific geographical area, users connected to those particular systems will experience the disruption, while others elsewhere might remain unaffected.
