Who sets air quality rules?

The World Health Organization (WHO) provides global guidelines for air quality, as mentioned in the story. These guidelines help countries understand what levels of pollution are considered safe for human health. While the WHO sets the recommendations, individual countries and regions then create their own laws and policies to try and meet these targets, protecting their citizens.
