Who runs EU foreign policy?

Currently, all 27 EU member states have a say in the bloc's foreign policy, with major decisions requiring unanimous agreement. This means every country, big or small, has the power to veto proposals. The group of 11 nations, including Germany and France, are pushing to change this to a majority voting system to make the EU more decisive on the world stage.
