Who regulates car safety?

In the US, where the Subaru recall is happening, the National Highway Traffic Safety Administration (NHTSA) is the main body regulating vehicle safety. They set standards, investigate defects, and can order recalls if a safety risk is found, as they did with Subaru's incorrect weight labels. Similar bodies exist in other countries, like the DVSA in the UK.
