Explained in plain English

Who owns UK high-speed lines?

While the UK government previously owned a stake in High Speed 1 (HS1), the line connecting London to the Channel Tunnel, it sold its remaining share in 2017. HS1 is now privately owned and operated. Virgin will need to secure access to this infrastructure, just as they will for the Channel Tunnel itself.
