Who decides bank holidays?

In the UK, the King formally declares bank holidays on the advice of the government. This means the Prime Minister and their cabinet ultimately decide if and when new bank holidays are created. For our story, any decision on a World Cup bank holiday would now fall to the new Prime Minister.
