Who are 'foreign nationals'?

A foreign national is simply someone who is not a citizen of the country they are currently in. In this story, the 1,200 individuals being deported from the US are foreign nationals there. Liberia has agreed to accept them, but it's important to note they are not necessarily Liberian citizens either. They will have the option to leave Liberia or apply for asylum once they arrive.
