What's 'agency staff'?

When a company needs extra workers quickly, or for a specific project, they often hire agency staff. These people are employed by a recruitment agency, which then 'lends' them to McLaren. It means McLaren doesn't have to deal with all the HR and payroll themselves, offering flexibility, though it can be more expensive in the long run.
