Explained in plain English

What is 'the public finances'?

'The public finances' refers to the government's income (mainly from taxes) and its spending. When Andy Burnham says they are 'challenging', it means there's less money available than desired, or that the national debt is high. This often limits what a government can do, even if it wants to deliver 'radical change'.
