What is the European Commission?

The European Commission is the executive branch of the European Union, a bit like a government for the whole bloc. Ursula von der Leyen, its President, is a key figure in setting the EU's agenda and responding to international events, like the drone incidents mentioned in the story. It proposes laws and enforces them.
