What is 'tapping up'?

When a manager like Enzo Maresca says a player is 'from another club' and won't comment further, he's avoiding 'tapping up'. This is an unofficial approach to a player under contract without the current club's permission, which is against football rules. Clubs must negotiate directly with each other first.
