Explained in plain English

What can a PM's summit achieve?

A Prime Minister's summit can raise awareness, coordinate national strategy, and encourage collaboration between different agencies. However, the PM cannot directly order local fire services, which are funded and managed by local authorities, to increase spending or acquire specific equipment. Their power is persuasive, not dictatorial.
