Is NATO zero-sum?

A zero-sum game means one side's gain is exactly the other's loss. Trump's demand for loyalty, rather than money, could be seen as zero-sum if he believes his gain in influence must come at the expense of allies' independent decision-making, rather than a mutual benefit.
