Can the ICC prosecute anyone?
The ICC can prosecute individuals for war crimes, genocide, and crimes against humanity, but only if their home country is unable or unwilling to do so. It also only applies to citizens of countries that have signed up to the Rome Statute, or if the UN Security Council refers a case. Pakistan is not a signatory.
