Why Whitehall and Treasury are failing Britain
Britain's public sector problems stem from too much centralisation in Whitehall, especially the Treasury. This is made worse by a shortage of relevant expertise within central and local government and a culture of elitism. The Treasury's focus on short-term budgets also hinders long-term planning, unlike other high-income democracies.
