Seoul Vows Action Over Diesel Ships Sailing To Russia

South Korea says it will take legal action if fuel loaded at its ports for Russia is found to have broken domestic law. A Guardian analysis found more than 176,000 tonnes, mostly diesel, left on seven tankers for Russia's far east in July and August. Three of them were under UK and EU sanctions. Seoul insists refined fuel is not covered by its export controls.
