Ofcom Admits Nine of 11 Online Safety Fines Are Unpaid

Ofcom, OGL v3.0, via Wikimedia Commons

Ofcom chief executive Dame Melanie Dawes has told MPs that only two of the 11 fines issued under the Online Safety Act since March 2025 have been paid. Nine remain unpaid, several owed by firms based abroad. She warned that if foreign courts block recovery, the regulator may have to accept it cannot collect them. Lawyers for US forum 4chan called her admission a defeat.
