People outside London could see more government work carried out closer to home if the proposal goes ahead. Burnham is set to outline a plan to shift part of the prime minister's office to Manchester if he becomes prime minister, making it a key part of a wider push to share power across the country. A “Makerfield test” would check how policies affect his constituents.
