New Zealand's National Cyber Security Centre (NCSC) has identified China as the country's most persistent and capable state actor for cyber activity. The NCSC's latest annual report, published on Thursday, revealed this finding. The report additionally observed that nearly 25% of events with potential national importance were thought to have state backing from nations such as China, Russia, Iran, and North Korea.
