PC Harper’s killers excluded from early release under new law

Individuals found guilty of unlawful act manslaughter, such as Albert Bowers and Jessie Cole, will no longer be eligible for early release. New legislation is anticipated from Justice Secretary Alex Norris, subsequent to a review commissioned by Prime Minister Andy Burnham. Bowers and Cole were sentenced to 13 years for PC Harper's 2019 death.
