Heathrow Regulator Wants Rival Firms Building Runway
Air travellers could face lower airport building costs if competing companies join Heathrow's expansion project. Civil Aviation Authority said on Friday that Heathrow may have to invite businesses to design, build or run parts of its third runway and terminals. One proposal would let another operator manage terminals, following a model at JFK airport in New York, while ministers want the runway operating by 2035.
