Rockstar's first cover for GTA 3 showed burning buildings, so artist Stephen Bliss redid it in about two evenings, according to Dan Houser, the games' former writer. Other tweaks followed, including recolouring cop cars so they didn't match the NYPD's, and the release slipped from 3 October 2001 to 22 October. The game is set in Liberty City, a fictionalised New York.
