Government proposes replacing cash benefits with services for disabled people.
Disabled people could be offered services or other non-cash support instead of money under new proposals for Personal Independence Payments (PIP). Social security minister Sir Stephen Timms, who led the review, said PIP was "no longer fit for purpose". The changes are part of efforts to tackle the expanding welfare budget, forecast to reach £41.5 billion by 2030/31 for PIP alone.
