European Union agrees new sanctions targeting 94 Russian banks and Moscow's stock exchange

The agreement locks the maximum price of Russian oil at $44.10 per barrel for a year to limit Moscow's earnings. Following pressure from Greece, European firms won a 12-month exemption to continue moving Russian liquefied natural gas to buyers outside Europe. Diplomats approved the restrictions on Thursday, which also penalise crypto platforms and ships assisting Russia's shadow fleet.
