European Union foreign ministers on Monday sanctioned almost 1,600 Russian people and companies linked to the arms industry, the largest single listing since the full-scale invasion of Ukraine. EU diplomat Kaja Kallas said more than half target the ballistic-missile production chain. The package also hit 77 people accused over sham elections in occupied Ukraine, lifting the EU's Russia sanctions total from about 3,000 to 4,500.
