Chelsea host Luton, Tottenham play Charlton in Carabao Cup second round

Eleven Premier League clubs not in Europe join the draw, with League One sides Luton Town and Charlton Athletic visiting London's top teams. Chelsea will face Jack Wilshere's Luton at Stamford Bridge, and Tottenham Hotspur will host Charlton in a London derby.
