Prime Minister Andy Burnham and Chancellor John Healey are planning to approve drilling at Rosebank, the UK's largest undeveloped North Sea oil and gas field, according to Whitehall sources. The move would override objections from Energy Secretary Miatta Fahnbulleh and Foreign Secretary Ed Miliband. Some tax revenue would go into an Energy Wealth Fund, while unions back the expected decision to protect North Sea jobs.
