The Office for National Statistics, the official data body, reported that 16 to 24-year-olds not engaged in education, employment, or training numbered close to a million. Prime Minister Andy Burnham wrote in the Times that the state should back young people's ambitions rather than pay for failure through benefits. Ministers are expected this week to announce 22,400 apprenticeships a year and 40,000 construction placements.
