Why resit English and maths?

Currently, if a student doesn't achieve a 'standard pass' (grade 4 or above) in English or maths GCSE by age 16, they are legally required to continue studying and retaking these subjects. This policy aims to ensure all young people have foundational literacy and numeracy skills, but the Education Secretary suggests it creates a 'treadmill of failure' for some.
