Why pay a vape deposit?

The waste industry wants a £5 deposit on vapes and other lithium battery items. You'd pay this when you buy the item, and get it back when you return the used product safely. This encourages proper recycling, stopping dangerous fires and reducing the huge cost to local councils and taxpayers.
