Why no majority?

Despite winning a record 44% of the vote, the AfD did not secure a majority. In parliamentary systems, a majority means holding over 50% of the seats, allowing a party to govern alone. Falling short means they need to form a coalition with other parties, or lead a minority government, which Ulrich Siegmund refused to do.
