Why are we still in drought?

Despite recent heavy rain, the ground and reservoirs need sustained rainfall over a longer period to fully recover from a drought. Short bursts of rain often run off hard, dry ground rather than soaking in, meaning the water doesn't replenish underground stores or significantly raise reservoir levels.
