Why are penalties so busy?

The penalty box, or '18-yard box', is a critical area in football where many goals are scored and defended. During set pieces like corners or free kicks, both attacking and defending players flood this zone, leading to lots of physical contact and often, as in this case, accidental collisions due to the sheer number of bodies.
