Who pays for royal security?

Traditionally, the cost of security for senior working royals in the UK has been covered by the taxpayer, through the Metropolitan Police. When Harry and Meghan stepped back as working royals, their publicly funded security was withdrawn, leading to this current debate about who should foot the bill if they return.
