Who pays for new docks?

The Chancellor is reserving space at Faslane, a naval base in Scotland, for British shipyards to build submarines. While the base itself is funded by the Ministry of Defence through general taxation, the new docks and their construction will be an additional cost, likely coming from the defence budget, ultimately paid by taxpayers.
