Who owns international waters?

No single country 'owns' international waters, like the Strait of Hormuz, which are governed by international law. Countries have freedom of navigation, but coastal states also have rights and responsibilities. Trump's claim of the Strait being 'American territory' directly contradicts this, which is why the Iranian minister dismissed it as 'delusions'.
