Who gets priority fuel?

The National Emergency Plan for Fuel allows the government to direct fuel supplies to essential services. This includes emergency vehicles, public transport, and critical infrastructure. In a severe crisis, the government can even requisition fuel from private companies to ensure these services remain operational.
