Explained in plain English

Who decides a limit is invalid?

A speed limit can only be declared invalid by a court, as happened with the A20's 40mph limit. This usually occurs when the correct legal process for implementing the limit wasn't followed, or if the signage was inadequate. The court's decision then applies to all similar cases.
