What's a system collapse?

A system collapse, or 'blackout', means the entire electricity grid fails, plunging a large area into darkness. It's a worst-case scenario that could take days or weeks to fix. Rotating blackouts, as mentioned in the story, are a preventative measure to avoid this much more serious outcome.
