What's a 'speculative' project?

A speculative project is one where developers build something without a guaranteed tenant or customer. They're betting that demand will materialise later. Ofgem is worried that many proposed data centres are speculative, reserving huge amounts of grid capacity that might never be fully used, blocking other essential projects from connecting.
