What's a 'development build'?

When game developers like Rockstar Games are making a new game, they create different versions of it throughout the process. These are called 'development builds'. They're basically snapshots of the game at various stages, often incomplete, with features still being worked on. The recent GTA 6 videos might show glimpses of such a build, which is why they look a bit rough around the edges.
