What is a shadow cabinet?
When a political party isn't in power, they form a 'shadow cabinet' made up of senior MPs who scrutinise the government's ministers. Each shadow minister 'shadows' a specific government department. James Cleverly was part of the Conservative shadow cabinet before stepping down to focus on his London mayoral campaign.
