What are 'personal terms'?

'Personal terms' refer to the individual contract details agreed between a player and a new club, such as salary, bonuses, and contract length. While Marc Casado has reportedly agreed these with Al-Hilal, it doesn't mean the transfer is complete. The two clubs still need to agree on the transfer fee before the move can happen.
