How are tax changes made?

Changes to tax law are usually announced by the Chancellor of the Exchequer, often during a Budget or Autumn Statement. These proposals then need to be approved by Parliament. The Prime Minister's spokesperson has stated a position, but the detailed policy still needs to be worked out.
